It has a watery consistency rather than a gel or cream. This is a product I've only used with non waterproof eye makeup but it pretty much does what it says. It takes about two applications with cotton pads to remove every trace of eye makeup, and does not cause any irritation what so ever. Retailing at about £3 to £4 the product is a great bargain. Although I prefer using gel makeup removers I use this one when I am just wearing eye makeup as it is so quick and simple to use. I haven't tried it on heavy waterproof eye makeup but I've read reviews that say you have to work harder to get it off... but I think that is true of a lot of eye makeup removers. I'd recommend this if you are a minimal makeup wearer or if you have sensitive eyes as it is extremely gentle. A great product for the price
